What is TE3C?
The Electronic Communications Compliance Council (TE3C) is an industry-supported organization whose mission is to educate and inform users about the electronic communications compliance life cycle, provide guidance on how to minimize risk in an evolving regulatory and legal environment and provide a conduit of communication between all stakeholders in the electronic communications compliance community.
Why is TE3C important/necessary?
The increased usage of e-mail and the ever-growing demand to comply with industry regulations is forcing many organizations to re-examine their electronic communications policies. TE3C brings together industry experts from legal, technology, and records management backgrounds to develop cross-industry positions on issues relevant to privacy, policy, records management, legal, IT and e-discovery, serving as a voice and educational resource for electronic communications compliance issues.
Who are the TE3C’s constituencies?
The constituencies of TE3C are all stakeholders involved in electronic communications compliance including end-user companies, auditors, technology partners, consultants and industry experts with compliance, legal, records management and IT professional backgrounds.
What are the benefits of TE3C?
Through its educational programs and industry research, the council will provide its constituents with key resources and best practices to help promote the effective implementation of electronic communication compliance efforts. It will also provide a forum for those stakeholders that are looking to clarify industry regulations that affect electronic communications.
What Are some of the Overall Objectives of the Council?
- To generate awareness on compliance issues related to electronic communications, such as e-mail, instant messaging, text messaging and other forms of electronic communication.

- Promote effective messaging policies and enforcement procedures within organizations.
- Offer insights into industry trends.
- Provide a forum for cutting edge discussions and projects on issues surrounding electronic communications compliance.
- Provide a forum for action-oriented activities related to the creation and development of industry regulations for electronic communications compliance.
What kinds of information and services will the Council provide?
The Council will develop and compile a library of educational resources and information including:
- Conducting industry and usage surveys that will help illuminate outstanding issues and trends in electronic communications compliance
- Developing and participating in roundtables and workgroups for exchanging ideas and educating attendees and the media to the issues and trends in electronic communications compliance
- Developing and participating in educational forums
- Developing and providing links to relevant white papers and educational information
- Providing industry templates and benchmark information to guide users on best practices in electronic communication compliance
- Creating public industry forums where regulators and user companies can discuss electronic communications compliance issues and concerns
How is the TE3C financed?
The Council is initially being financed by charter member contributions.
